Domain 3 pertains to the implementation of instruction. This domain stresses the importance of engaging students while delivering content. Teachers can engage students by prompting questions and discussions within varying levels of Bloom's Taxonomy. Formative assessment can also engage students, while gauging understanding. The domain encourages teachers to be flexible to best meet the needs of their students. Domain 3 has five sub-domains that further explain the component. These sub-domains include:

- Questions and Discussions
- Engaging Students
- Use of Assessment
- Demonstrating Flexibility
- Communicate information with students through email, announcements, and calendars with important dates.
- Remember to vary your types of lessons.
- Sometimes, it is necessary to deliver traditional "boring" lessons, but you must still make sure students are engaged.
- Incorporate hands-on activities to make students active learners, rather than passive receivers of information.
- Try tech tools like Kahoot, Google Forms, Nearpod, Plickers, EDpuzzle, and Flipgrid for formative assessment.
- Show flexibility by making necessary changes to your lessons.
- Begin questions and discussions on low levels of Bloom's Taxonomy. As students better understand the information, remove scaffolding and move the higher through the levels of Bloom's Taxonomy.
